Even if it is destroyed, you can recruit "Kozmo" monsters of level 7 or lower with the effect of (3), so I think there is no waste.
It's a superlative monster, but I don't think it's a problem because it can be Special Summoned by the common effect of "Psychic Kozmo" monsters.
